Never used procreate, but I do use an Ipad. For my Ipad, the art program I use is Sketchbook. Its free and it is the one I have stuck with since first getting my Ipad. If you are still looking for just a different app in general, try out Sketchbook! I don't think it has layer limits, and the pro version is only $1.99 for the full thing.
